PAN Card for OCI & PIO Holders

OCI and PIO cardholders aren't NRIs under Indian tax law — and they use a different PAN application form entirely. Here's what actually changes.

Quick Facts
  • OCI/PIO holders and other foreign citizens apply using Form 49AA, not Form 49A.
  • Your OCI/PIO card itself can serve as valid proof of identity and address in many cases.
  • If you're an Indian citizen living abroad, you actually want our main PAN Card Guide (Form 49A) instead.

Who Needs Form 49AA

Form 49AA is the PAN application form for anyone who is not an Indian citizen — that includes OCI (Overseas Citizen of India) cardholders, PIO (Person of Indian Origin) cardholders, and other foreign nationals who need a PAN for Indian financial or legal transactions, such as investing in India, buying property, or forming a business entity.

If you're an Indian citizen living abroad, you're an NRI under Indian law and should use Form 49A instead — see our main PAN Card Guide. This page is specifically for foreign citizens of Indian origin.
